Dental Issues

Hi
I have many issues with my teeth that affect my confidence daily. According to the dentists I have seen over the years, both my upper and lower row are almost exclusively baby teeth, and a few on the bottom row are already starting to become wobbly and feel loose. Also, my teeth has gaps in between almost every tooth and I have spent a considerable amount of my income to get bonding and crowns so I do not look like a complete hillbilly. As a result of all the problems with my teeth, my bite is incorrect and each year my teeth are getting smaller and smaller as I am doing most of the chewing with my two front teeth. Some dentists have even gone so far as to say they have never seen teeth like mine.
I wish I would have taken care of my teeth sooner but my parents could never afford braces when I was growing up and I have been a struggling student for so long. As far as I know, there are a number of options I could pursue including implants and veneers, braces, etc. All I want is a smile that I am proud of. I feel it is definitely time to start smiling considering I have always been extremely insecure about my smile. Being a business major, one needs to be outgoing and confident and I find I am always insecure about my smile. I am also scared that in 10 years my teeth will be about 1cm in length, along with numerous gaps.
What kind of options can I pursue··I know I probably cannot afford to spend over 10k on my teeth at this current time as I am still a student. Are there any sort of government programs that are committed to taking care of congenetal teeth problems··My parents insurance plan does not take care of congenetal issues either and I am at a loss for what I can do. No one wants to walk around with jacked up teeth, and I am just looking for some form of direction I can take.
