Why can't I post or read a PM (Personal Message)?

Only registered members who have more than 7 posts can make or read a PM (personal message).
New members with less than 7 posts will not be able to make or read PMs.
New members who make junk posts just for the sake of getting to 7 posts and placing a PM will be deleted from the board by the administrator or moderators.
