Bumped back from tray 9 to tray 5...is this normal?

So I'm going along with my treatment just fine, doing my 22 hours a day and not having too much difficulty aside from hating those attachments. I'm anxious for my next appointment because I will finally reach double digits: Trays 10 out of 23.
The doctor does something different at the appointment...something called tracking. He marks my attachments with some kind of marker, and then sees if the attachments and the tray touch or if there is space. Turns out, tray 9 wasn't touching, so he tries tray 8. No good. He tries tray 7 and 6...still no good. Tray 5 is "better" so I am told to wear tray 5 for FOUR weeks. Never mind the fact that I already wore tray 5 for 3 weeks, tray 6, 7, and 8 for three weeks each, and tray 9 for two weeks. And yes, I am going to have to repeat trays 6, 7, 8, and 9, too.
My questions is this: why was I allowed to progress to trays 6, 7, 8, and 9 if there was a problem? What has been happening with my teeth in the past 2.5 months? Was it a waste of time? All I was told by the doctor was "I'm sorry. Sometimes it happens." Huh? And now tray 5 hurts like h-e-l-l, probably because my teeth have already moved on past that stage. I'm frustrated and I feel like I have been misled.
