Well, a qualified person isn't likely to answer that question based solely on a picture posted on the web.
Which leaves the opinions of unqualified people who wish to take a stab. I can't imagine what use that information would be to you. It would be sort of like someone complaining about shortness of breath and then asking the general public what kind of heart surgery do they recommend.
A quick Google search seems to indicate that when surgery is required to fix an open bite, it usually involves the upper jaw. Is that what you're looking for?
