Whether it meets the legal standard of fraud or not, I don't think it's unreasonable to use the word fraud, especially if you were to call it "constructive fraud" (which doesn't require intent). The dentist has had a lot of time to conclude that they lack the skills to complete the course ...

A general dentist (or medical general practitioner) can provide a useful 'sanity check' given their personal knowledge of you. Also consider the interlabial gap (although usually associated with gummy smile) and whether you need advancement.

If you have insufficient overjet they can intrude the lowers. They can also retract the lower teeth in order to increase overjet.

You need to be directing these questions to an orthodontist who has done the years of training associated with moving teeth, and is also experienced with TADs, rather than some random guy on the internet :P "Is there any risk of changes to your nose if you do intrusion?" I don't believe so...
