Best insurance to cover cross underbite surgery?

I had braces for 7 years as a kid. I was always supposed to get jaw surgery but the '08 recession hit and they never bounced back.

I'm 23 now and I'd like to get the surgery don't because I'm quite insecure about it. I'll likely need braces for my top teeth again because they've slightly reverted.

I have United Healthcare and Cigna but what I've read they're sesame at covering this. I've heard Kaiser is really good too but unfortunately I live in Texas.

Any recommendations? Thanks a bunch!
