Lip Bumper for 7 year old

Our daughter has a very crowded mouth. Permanent teeth are coming in front of baby teeth and her middle line has shifted on the bottom. One Orthodontist says she is too young to do anythiing ( just turned 7) and we should wait until she is 9; another says it's the perfect time to start with the lip bumper to avoid teeth pulling later. Any opinions on which way to go?

Yes, the dentist said he thinks she is too young and we are considering a third opinion. Thank you
